East London Line Extension

Transport for London (TfL) appointed Cleshar to lengthen station platforms across sections of its Overground network to tackle capacity issues. Cleshar worked on and extended platforms on fourteen stations along the south and east of the network in order to prepare sites for the upcoming introduction of longer trains.

Along the East London route, Cleshar will extend platforms at Highbury & Islington, Canonbury, Hoxton, Haggerston, Dalston Junction, Shoreditch, Shadwell, Wapping, Canada Water and Surrey Quays.

Wandsworth High Street, Clapham High Street and Clapham Junction along the South London route will receive platform extensions.

Multi-disciplinary works were carried out at each station. All modifications and extensions to platforms maintained the same style of finishes and equipment as the existing. 

Works varied for each station:

  • Site clearance /De-vegetation to allow platform construction to commence

  • Temporary works to foundations and ramps

  • Foundation Works for

  • Platform Wall Construction

  • Platform Substructure works and backfilling to platform extension

  • Installation of Platform Coper Units and Tactiles

  • Platform finishes Paving and/or Tarmac to match existing /Clean de-scale existing paving and make good

  • Extend Architectural finishes to match existing

  • Electrical, Comms, PA, CCTV installation

  • Re-locate Car-Stops / Move end barriers

  • Test & Commissioning

  • Installation & Commissioning of SDO Beacons at designated stations

  • Works completion & Demobilisation

Contract works to each station went well and were completed to the desired specifications on time and within budget.

How outputs were delivered: GRIP 4 stage, Single option development designs, provided at tender stage were reviewed and value engineering exercises carried out a station by station basis to provide the best station designs that could be carried through to GRIP 5 “Detailed design approved for construction” (AFC) phase.

Through competitive procurement of subcontractors specialising in relevant disciplines, work packages were put together for ground-works, structural steelwork and architectural metalworks, electrical and communications (lighting, CCTV and PA), signage and signalling.



The procurement packages were also put together across multiple stations for plant (provision of RRVs and Operators) and labour supply to meet pre-advanced plans for possessions and blockades raised on the NR infrastructure, which covered several stations at a time. Cleshar’s management structure was set up to have site managers for each station platform reporting to a Construction Manager. The latter was responsible for the management of the output on each station and accountable to a Project Manager who managed all the stations within the possession/blockade. MTR Crossrail On Network Station Improvement Programme (ONSIP): Package 4.1.A and 4.1 The Design Manager and Project Manager liaised to ensure the design was being correctly constructed on site to achieve a successful GRIP 6 “Construction test and commission”, interfaced directly with the client to check the GRIP 6 stage outputs and progress them to GRIP 7 “Scheme Hand Back”.


 This process was successfully carried out across subsequent possessions and engineering hour nightshifts where required, on all stations to progress the outputs to GRIP 8 “Project Close Out”.

Strengths of approach

Significant advanced planning was required to meet planned blockades and possessions, from direct interfacing with designers and subcontractors, through to client and infrastructure representatives, to ensure outputs were achievable within the programme. Weekly meetings with designers, subcontractors and the client ensured management of the output was kept on programme and any risks arising were mitigated through risk review and reduction.
