East London Line (ELL) Infrastructure Maintenance Contract (IMC2)

The maintenance strategy for the ELL was established during the construction phase of the East London Line project in 2008. The model adopted was to package all infrastructure maintenance and fault response for the core route [between Dalston Junction and New Cross/New Cross Gate] into a single multi-disciplinary infrastructure maintenance contract (IMC). Cleshar were awarded the second round of this maintenance (IMC2). 

 

The most significant changes from the previous is the addition of a two hour fault response and stations infrastructure maintenance and renewals work on the West Anglia route.

 

The renewals works on both Core and West Anglia, together with asset renewal arising from Planned Preventative Maintenance (PPM) Inspection are instructed by Task Order. These Tasks are then either carried out by the core team or with the assistance of specialist subcontractors.

 

Should the works be of a larger size and/or different nature to that of the core services, the site management team will be assisted by Cleshar's Estimating Department within the service offered.

 

Further value comes from Cleshar’s self-delivery model as these resources will be familiar with working on the LO infrastructure and, therefore, there will be no need for additional training or induction costs.

The scope of requirements under IMC2
  • Planned Preventative Maintenance and Faulting of depots, stations and other buildings, track, signalling, telecommunications, mechanical and electrical, electrification and environmental assets on the ELL core route

  • Signal and telecommunications maintenance on the ELL between the NR/LO boundary at Dalston Western Curve and the end of the route at Highbury and Islington

  • Depot systems (S&T, track inspections) at Wembley Sidings

  • Station Landlord maintenance and 2 hour fault response responsibilities on the LO West Anglia route, including civil and structures.

  • Operating a 24/7 Fault Reporting Centre from the New Cross Gate Depot  complex, collocated with the Signallers and Depot staff

 
Core Services

Cleshar determines the PPM regimes from the Specifications in LO Standards and combines with Los Annual Renewals Plan (ARP) to form an annual Implementation Management Plan (IMP).

On acceptance by LO, Cleshar provides the core services in accordance with the Specification and IMP.
